PQASSO
   

Building the infrastructure of organisations and supporting the growth of the social economy within the Black and Minority Ethnic Sector

Aims

• Identify the levels of organisational capacity and governance within the Black and Minority Ethnic Sector

• Improve the quality of community work in the sector by supporting good governance and management practice

• Improve the sustainability of minority ethnic community organisations through improved management and supporting organisation wishing to set up community enterprises for income generation.


Activities

• Working together with groups to identify gaps and develop annual action plans for organisational development using the PQASSO manual

What is PQASSO?

PQASSO is a practical quality assurance system for small organisations, or for projects within larger organisations. It’s a low-cost, straightforward quality system, written in plain English and designed specifically for voluntary sector organisations.

PQASSO provides a flexible, step-by-step approach to working out if your organisation is fulfilling legal responsibilities, what your organisation is doing well, where the gaps are and what could be improved.

• Developing a bank of policies and procedures which groups can access when developing their own systems to avoid reinventing the wheel

• Facilitating training requested by groups to support various actions within their action plan and training which supports implementation of their policies and procedures

• Facilitating groups to develop and implement plans to develop community businesses. Also supported by the wider social economy sector

How can NICEM support the process within your organisation?

• Together with organisation’s staff or management we would facilitate introduction and self-assessment session

• Meet monthly with organisation to keep up on progress of the action plan and following up on completion of actions

• Provide information and model policies from other organisations to avoid working from scratch

• Communicate with Quality Champion in organisation and manage paperwork, minutes, action plans, etc for year 1.

• Organise training for groups in areas which they have identified as priority

• Support those organisations to develop and manage community enterprises

NICEM's Anti-racism and Anti-discrimination programme has been established to tackle the growth of racist based attitudes and opinions, as well as to address issues of racism and prejudice in Northern Ireland.

The objectives of anti-racism training and education seek to counter racism; create self sustaining structures of anti-racism activity and cross community participation; promote inter-ethnic participation; provide awareness of the value of cultural diversity and of the dangers of social exclusion.

Social economy    

The culture of funding in Northern Ireland is changing, as large areas of funding begin to phase out organisations need to look at securing their long-term sustainability or face an uncertain future. As we move away from large programmes of government funding groups need to become more self-sufficient and generate an element of their core income.

Its here that the social economy comes in, “Social Economy” is a name used to describe different types of organisations who operate like a business but who have a community purpose.

A key feature of the social economy is its use of profits, any profit made by the organisation is put back in to the group and used to support and maintain other projects and services, which benefit the community. By setting up a social economy project organisations have the opportunity to generate their own sources of funding and provide new types of services to their community.
